test(e2e): enable emissions pool in local e2e testing #1870

Description

Fund the emissions pool for E2E tests with 20M ZETAs
Generate a general network report after E2E test completion and check the pool is decreasing. Since it is a general functionality of the network, I thought it was best to test it this way rather than adding a specific test, we can add more data and validation in this report in the future
