show more logs on catalog-gather

Some DEBUG level logs in ckanext-harvest provides meaningful info for troubleshooting. We would like to see those logs in app catalog-gather and catalog-fetch. In a recent NewRelic log curtailing effort those messages are not showing up any more.

We should get those messages back on apps catalog-gather and catalog-fetch. This should not affect NewRelic log volume since these two apps contribute little logs compared to catalog-web and catalog-proxy.

2. use a level = DEBUG in vars-file and pass to catalog-gather and catalog-fetch as an environmental vars.
3. or, use a forked harvest branch to change specific message level to INFO.

set level = DEBUG for ckanext-harvest and tested on development, and the DEBUG information shows up.
