Is your feature request related to a problem? Please describe.
GNU Make could be used to facilitate #886 #365

Describe the solution you'd like
make build on *nix creates symbolic link in /usr/local; ect. might need an autoconf/m4 script.

Describe alternatives you've considered
pipenv, but make makes more sense outside of the scope of venv
