Given that atlantis apply is a subset of atlantis apply -p <project name> I would like to request a backwards incompatible change (or at least configuration to allow this to be the new normal), such that you must be more explicit if you want to apply all, or just a project.

I feel right now, it's too easy to "apply all" when, it really shouldn't be.

I think this makes sense and i agree with it being too easy to apply all projects in a PR. I'll bring this up to the rest of the maintainers, but once this gets merged:
#1419

You'd be able to Technically have the disable-apply-all flag enabled in combination with this to make it a bit harder to do this.
