Link needs updating

Hi,

I am a new user with almost no understanding of coding. Thanks for this brilliant addon. It has got to be the best I've ever come across. (Well this and uBlock Origin. :)

Found a very minor issue on the Privacy tab in the Dashboard. The link for "hyperlink auditing" needs a small update.

delete - http://www.whatwg.org/specs/web-apps/current-work/multipage/links.html#hyperlink-auditing

add + https://html.spec.whatwg.org/multipage/semantics.html#hyperlink-auditing

This seems to have been partially fixed in PR #635 but only for the english locale and doesn't seem to be included in the current release from the chrome extension store as of now.

Also, this link is still broken in various other locales. The workflow seems a little broken to go through each language to update a link, and can easily lead to inconsistencies. Shouldn't links be externalized and used by reference in the locales?
