Subtask of #24473

This subtask of the "Manage labels via GitOps" story involves updating the permissions for team admins / maintainers to create new labels, and to edit/delete labels they have created.

  • Expose the "add label" UI to team admins/maintainers (under the filter dropdown on hosts page)
  • Hide the edit/delete buttons on labels on the host page if the logged-in user is not the author of the label
  • Update any relevant tests
