Update the quick filter to show related values at the top

To be picked up after #7072

When the user selects one or more values for the filter, the remaining quick filter remains unchanged and shows irrelevant values. To improve the user experience, we send back the related values for the other filter when the value for the quick filter changes. We need to update the quick filter logic to make use of the related values.
