"Create Project" in project selector does not work

Describe the bug

"Create Project" brings you to the project selection screen but doesn't actually open the modal to create a new project. "Create Organisation" does open the modal. This happens on Free orgs that already have 1 project as well as Enterprise orgs with no limit on the amount of projects.
