Describe the bug

A group admin that:

is not an organisation admin
does not have the "Manage user groups" permission

Has only the Projects tab (see screenshot).

Steps To Reproduce

Log in as org admin and go to org settings.
Add a non-admin user to a group.
Toggle the "Group admin" toggle.
Log in as the non-admin user and go to org settings.
Observe the single "Projects" tab.

Expected behavior

Groups tab is present.
