Show identities nav element as disabled for users who don't have relevant permissions #2652

If a User doesn't have Identity view permissions, the Identity nav element is hidden. We should show the Identity nav element, greyed out, and clicking on it should notify the user that they need the approrpiate permission.

Acceptance Criteria

  • Users that do not have 'View Environment' permission in an environment should see the 'Identities' nav element, but it should be greyed out and disabled
